    Charity Oversight: An Alternative Approach

    In this paper, a former director of the Internal Revenue Services Exempt Organization Division argues that the IRS is structurally ill suited for the task of providing vigorous oversight of the nations growing number of nonprofit organizations. The author proposes a new, national institution, modeled loosely on the corporate sectors National Association of Securities Dealers that would, among other features, derive sufficient funding for vigorous oversight through contributions from nonprofit organizations. The author envisions an amendment to the Internal Revenue Code that would enable the nonprofit organizations to take a credit against excise taxes, particularly the excise tax on the net investment income of private foundations, they would otherwise pay to the federal government.     Inquiry Teaching: It is Easier than You Think!

    This article is a survey of the literature on inquiry teaching. Many teachers do not participate in inquiry teaching for various reasons. The following are the main reasons: it takes too much time; students do not learn what they need for the state test; and, the teachers do not know how to grade projects and presentations. These reasons sound like rhetoric from long ago, but it is very current. In this article, research is used to show that students who participate in inquiry learning or any type of problem-based education do much better than students who do not have that opportunity. The student participants not only have better grades, but they think on a higher level, become more civic minded, and are better problem solvers. Included in the article are four models which can be used to teach inquiry science, and two lesson plans with rubrics to help grade the inquiry STS lesson. The major point being made throughout is that there is an advantage to teaching students using inquiry. The only disadvantage is not giving the students the opportunity to use inquiry and to grow

    Stability Tests for a Class of 2D Continuous-Discrete Linear Systems with Dynamic Boundary Conditions

    Repetitive processes are a distinct class of 2D systems of both practical and theoretical interest. Their essential characteristic is repeated sweeps, termed passes, through a set of dynamics defined over a finite duration with explicit interaction between the outputs, or pass profiles, produced as the system evolves. Experience has shown that these processes cannot be studied/controlled by direct application of existing theory (in all but a few very restrictive special cases). This fact, and the growing list of applications areas, has prompted an on-going research programme into the development of a 'mature' systems theory for these processes for onward translation into reliable generally applicable controller design algorithms. This paper develops stability tests for a sub-class of so-called differential linear repetitive processes in the presence of a general set of initial conditions, where it is known that the structure of these conditions is critical to their stability properties

    MARVEL analysis of the measured high-resolution rovibronic spectra of the calcium monohydroxide radical (CaOH)

    The calcium monohydroxide radical (CaOH) is an important astrophysical molecule relevant to cool stars and rocky exoplanets, amongst other astronomical environments. Here, we present a consistent set of highly accurate rovibronic (rotation-vibration-electronic) energy levels for the five lowest electronic states (\tilde{X}\,^2\Sigma^+, \tilde{A}\,^2\Pi, \tilde{B}\,^2\Sigma^+, \tilde{C}\,^2\Delta, \tilde{D}\,^2\Sigma^+) of CaOH. A comprehensive analysis of the published spectroscopic literature on this system has allowed 1955 energy levels to be determined from 3204 rovibronic experimental transitions, all with unique quantum number labelling and measurement uncertainties. The dataset covers rotational excitation up to J=62.5J=62.5 for molecular states below 29\,000~cm−1^{-1}. The analysis was performed using the MARVEL algorithm, which is a robust procedure based on the theory of spectroscopic networks. The dataset provided will significantly aid future interstellar, circumstellar and atmospheric detections of CaOH, as well as assisting in the design of efficient laser cooling schemes in ultracold molecule research and precision tests of fundamental physics

    Structure of the regulatory domain of the LysR family regulator NMB2055 (MetR-like protein) from Neisseria meningitidis

    Copyright @ 2012 International Union of CrystallographyThe crystal structure of the regulatory domain of NMB2055, a putative MetR regulator from Neisseria meningitidis, is reported at 2.5 Å resolution. The structure revealed that there is a disulfide bond inside the predicted effector-binding pocket of the regulatory domain. Mutation of the cysteines (Cys103 and Cys106) that form the disulfide bond to serines resulted in significant changes to the structure of the effector pocket. Taken together with the high degree of conservation of these cysteine residues within MetR-related transcription factors, it is suggested that the Cys103 and Cys106 residues play an important role in the function of MetR regulators.This study is funded by the Medical Research Council, with additional finance from the Biotechnology and Biological Science Research Council
